REACH implementation in the Cosmetics industry

The cosmetics industry has defined its objectives for the implementation phase of REACH.

First, and most importantly, the industry will comply with the Regulation’s requirements while maintaining and developing a sustainable and competitive business environment.

It is communicating internally and externally to ensure that the whole supply chain is aware of the REACH requirements.

The aim is to minimise the negative effects, such as higher costs and difficulties in ingredients sourcing, and to maximise the benefits of improved knowledge, consumer confidence, innovation and enhanced transparency.

Roles and responsibilities

The responsibility to comply with REACH is placed on companies manufacturing or importing substances (on their own or as part of finished cosmetics products) in quantities exceeding 1 tonne per substance per manufacturer or importer. Companies using substances to manufacture cosmetic products also known as 'downstream users' must also comply.

Trade associations at European and national level have an important role in assisting their member companies to implement REACH.

Tasks of Colipa

Colipa has identified a range of activities that it is undertaking to facilitate REACH implementation in the cosmetics industry.

These include providing an information bank for members and guidance on a harmonised and consistent interpretation of REACH requirements.

Colipa has drawn up a road map of internal and external support, and is providing technical and legal advice on issues directly relevant to the cosmetic industry. It is building up a set of agreed interpretations and positions and developing guidance documents.

A key responsibility is to liaise with EU institutions and associated stakeholders such as DUCC. Another is  to participate actively, through technical input and advocacy, in revisions and Adaptations to Technical Progress of the REACH Regulation.
